What is "EU Public Finance Management Facility"?

In June 2021, the Government of Serbia (GoS) adopted the Public Finance Management Reform Programme for 2021-2025 (PFM RP), complementing the Public Administration Reform (PAR) Strategy 2021-2030. The project "EU Public Finance Management Facility" will assist the GoS to align with the EU acquisitions, fulfill requirements of the EU standards and achieve progress in reform areas related to PFM as a subsector of PAR. It provides support in key areas – Taxation, Customs Union, Financial Control, Public Procurement and horizontal support to the public finance reforms.

What is the objective of the project?

The overall objective of the project is to enhance the efficiency of budget execution, public finance management and public internal financial control in line with EU standards and best practices.

In order to achieve this objective, the project focuses on: 

1. Meeting the preconditions for effective exchange of information on Value Added Tax with EU member states.

2. Strengthening operational and administrative capacities of Customs Administration and ensuring interoperability of the Serbian Customs IT system with the EU electronic customs systems.

3. Improving public sector management and accountability through strengthened Financial Management and Control systems and Internal Audit.

4.  Enhancing efficiency, effectiveness, and transparency of public procurement procedures in Serbia.

5. Supporting selected priority areas of public finance management reform.
